The U.S. Coast Guard Auxiliary Online Boating System (for those states not requiring a proctor exam) is the only place on the Web where you can study the official boating safety manual developed specifically by the U.S. Coast Guard & Auxiliary with the help of NASBLA.”
“After studying the course material and taking an online boaters exam, students who pass will receive their official boaters education certification. The boating certification card you receive for passing the online boating test that are recognized by officers on the waterways.   For those states that do not need proctor exams, check with your local sheriff or CG Auxiliary unit.”

Boating safety seminar aboard the Rip Van Winkle, Kingston Water Front, Kingston, NY.  1hr is devoted to boating safety, with law enforcement, paddleboat dealers and media starts at 10 AM, followed by a 2 hr cruise, at 11:30 AM, with attendees getting a view from the pilot house of the RIP to see firsthand issues that occur between Motor Vessels, Kayakers and commercial traffic on the Rondout Creek and Hudson River.
